Nepal Calls for Urgent Action After Devastating Flash Floods

Nepal is grappling with the aftermath of a devastating flash flood that struck the Rasuwa and Nuwakot regions, leaving over 4,700 people missing and a trail of destruction in its wake. The disaster has exposed critical shortcomings in the country's disaster risk reduction and preparedness, particularly in the face of a changing climate reality.

The flood, which occurred five days prior to the publication of this article, was triggered by a massive ice-and-rock collapse in the high Himalayas, causing a sudden surge of water, rock, and sediment into the Bhote Koshi-Trishuli river system. This event led to the formation of a lake near the Nepal-Tibet border, raising the possibility of a second flood.

Dikshya Subedi, a climate advocate and author of the article, witnessed the horror firsthand. "My husband’s village was wiped out, his relatives narrowly escaping the flood," she writes. Subedi, who has worked in climate advocacy for over seven years, acknowledges her previous misconception about the scale of the threat, emphasizing the urgency of immediate action.

The article highlights the need for substantial investment in early-warning systems for glacial and flood hazards in high-risk mountain corridors. Authorities must map and monitor unstable glaciers, landslide-dammed lakes, and river corridors, while restoring damaged sensors and establishing 24/7 real-time communication among mountain monitoring stations and downstream communities.

Subedi calls for stronger upstream hazard monitoring and river-corridor planning, including transboundary data-sharing with neighboring countries. Clear evacuation triggers, emergency shelters, and multiple warning channels, such as SMS alerts, sirens, and local radio, must be activated to ensure people have enough time to move to safety.

The article underscores the critical role of climate-resilient infrastructure and locally led adaptation and disaster preparedness. Bridges, roads, hydropower, and public facilities must be designed to withstand floods, landslides, and other cascading mountain hazards. Vulnerable downstream communities need resilient public services, communications systems, livelihood protection, and recovery support.

Subedi argues that Nepal cannot tackle this crisis alone. Wealthy nations, which are the biggest emitters of greenhouse gases, must provide the necessary finance for recovery and rebuilding. Climate funds should be delivered immediately, not as future pledges, and should come in the form of grants, not loans.

Nepal's contribution to global greenhouse gas emissions is less than 0.1 percent, yet the country is among the most climate-vulnerable nations on earth. Subedi demands climate justice, emphasizing that compensation for this disaster does not mean the Nepalese people will be passive recipients of foreign funds. Instead, it signifies the need for meaningful investment in vulnerable communities.

The article highlights the mobilization of young people in Nepal, who have organized a Rasuwa Relief Group to mobilize resources, coordinate support, and share verified information. This generation's swift and effective response serves as a powerful reminder of their role as leaders in moments of crisis.

Subedi concludes by emphasizing the importance of including youth and the most affected, vulnerable communities in decision-making processes. "Perhaps listening to their voices can save us from the next disaster," she writes. The devastating flash floods in Nepal serve as a stark reminder of the urgent need for climate action and the importance of prioritizing the needs of those most vulnerable to the impacts of climate change.
