Regional Standoff in the Gulf Bound for Diplomatic Compromise as Military Campaign Stalls, Analysis Shows

The ongoing military confrontation involving the United States, Israel, and Iran is increasingly destined to conclude through diplomatic compromise, as neither side appears capable of securing a decisive victory, according to an assessment by Jordanian politician and former Interior Minister Samir Habashneh. With the initial strategic goals of Washington and its allies remaining unfulfilled and Tehran refusing to capitulate, the escalating confrontation continues to impose heavy regional costs without producing a clear victor.

Military history suggests that major international conflicts typically resolve in one of two manners: through an overwhelming victory where terms are dictated to a defeated party, as seen in the conclusion of the two World Wars, or through an agreement rooted in mutual exhaustion where neither party triumphs. The contemporary friction in the Gulf, however, has drifted into an unconventional pattern that resists traditional military resolution and increasingly points toward the necessity of a negotiated settlement.

Historical precedents such as the eight-year Iran-Iraq War illustrate how prolonged combat can end in stalemate. During that conflict, neither Baghdad succeeded in liberating Arabistan nor did Tehran accomplish its goal of toppling Iraq’s ruling Baath Party regime. Despite vast human and material destruction, the two states ultimately accepted a cessation of hostilities on the principle of no victor and no vanquished, returning to a status quo that mirrored pre-war conditions.

A broader examination of modern American military engagements reflects persistent difficulties in converting combat power into durable political outcomes. Past campaigns in Southeast Asia and the Middle East demonstrate instances where military operations failed to achieve their defining aims, including the Vietnam War, which concluded with a negotiated withdrawal in Paris and the unification of Vietnam after the loss of nearly 60,000 American service members.

Similarly, extensive bombing campaigns across Afghanistan culminated in an abrupt and chaotic evacuation from Kabul airport. Furthermore, the 2003 invasion of Iraq fundamentally shifted the regional balance of power, ultimately expanding Iranian influence across the country and achieving a geopolitical posture that Tehran had been unable to secure through eight years of direct warfare.

The current confrontation in the Gulf began after an intensive US-Israeli military campaign, designed to eliminate Iran’s nuclear infrastructure, was abruptly halted in under two weeks following a decision by the US president. Despite Israeli aircraft operating over Iranian airspace and US naval forces deployed in the region, the campaign ended without dismantling Tehran's nuclear capabilities, even as both sides claimed victory.

Following several months of precarious calm, hostilities resumed unexpectedly on the eve of scheduled diplomatic talks mediated by Oman. Relentless aerial and naval bombardments targeted Iranian cities, only for the offensive to stop as suddenly as it had restarted, giving way to an unpredictable phase of reciprocal threats and intermittent strikes.

This ongoing cycle of tit-for-tat military actions underscores that Iran has maintained its capacity and determination to resist. While Iranian retaliatory strikes may inflict less overall damage compared to the advanced firepower of the United States, the continuous responses confirm that Tehran has not succumbed to coercion or abandoned its willingness to engage in the confrontation.

Alongside military pressure, President Trump has emphasized an expanded blockade and intensified economic sanctions, characterizing them as unprecedented and devastating. However, Iran has operated under varying degrees of international and unilateral sanctions for more than four decades, developing structural resilience against external economic restrictions.

Comparisons between the current measures against Iran and the comprehensive blockade imposed on Iraq following its 1990 invasion of Kuwait fail to account for critical geopolitical differences. The sanctions on Iraq caused severe humanitarian crises and widespread deprivation due to the country’s geographic confinement and its encirclement by hostile neighbors, leaving only restricted passage through Jordan's port of Aqaba.

In contrast, Iran’s extensive territorial expanse and diverse border network make a complete economic quarantine unfeasible. Iran maintains non-hostile relations and shared borders with several neighbors, including Pakistan, Afghanistan, Turkmenistan, Azerbaijan, and Iraq, with the Iraqi border serving as an active transit conduit for essential goods and trade.

Moreover, Iran benefits from a 700-kilometer northern coastline along the Caspian Sea, securing direct maritime access to regional partners, most notably Russia. These established trade routes and cooperative relationships provide Tehran with vital diplomatic and economic alternatives that insulate it from Western attempts at total isolation.

Given these geographic realities, operational limits on foreign military power, and Tehran’s demonstrated endurance, the strategy of relying on economic blockades and air campaigns is unlikely to force an Iranian surrender. Consequently, regional stability will depend on shifting away from open-ended confrontation toward a realistic compromise that addresses the underlying interests of all parties involved.
