Key Maduro Ally Alex Saab Pleads Guilty in US Court to Massive Money Laundering Scheme

Alex Saab, a prominent Colombian-Venezuelan businessman and long-standing confidant of former Venezuelan President Nicolas Maduro, has entered a guilty plea in a United States federal court, admitting to his participation in an extensive international money laundering and bribery conspiracy.

Appearing on Tuesday before US District Judge Kathleen Williams in Miami, Florida, Saab formally pleaded guilty to a single criminal count of conspiracy to launder monetary instruments. Under federal law, the charge carries a statutory maximum penalty of up to 20 years in prison, marking a critical milestone in Washington’s long-running legal efforts targeting high-level corruption connected to Caracas.

In his admissions to the court, Saab acknowledged orchestrating an elaborate bribery network designed to pay off Venezuelan government officials. These corrupt payments ensured that commercial entities under his clandestine ownership and management were awarded lucrative state contracts to import vital food supplies and pharmaceutical goods.

The fraudulent procurement deals were funneled directly through the Local Committees for Supply and Production, widely known as CLAP. The initiative was established by the Venezuelan government as a social welfare system intended to distribute subsidized basic food items and relief to citizens facing severe hardship during the nation’s devastating economic crisis.

Federal prosecutors outlined how the welfare mechanism was subverted for massive private profit. According to statements released by the US Attorney’s Office for the Southern District of Florida, Saab and his network of associates relied on a network of fictitious companies, falsified billing invoices, and fabricated maritime shipping paperwork to divert hundreds of millions of dollars allocated for public assistance.

The diverted funds were subsequently channeled through an intricate maze of offshore shell corporations and financial accounts, including transactions routed directly through the United States banking system, to conceal their illicit origin.

Assistant Attorney General A Tysen Duva of the US Justice Department’s Criminal Division underscored the sophisticated nature of the operation, stating that Saab established a complex web of front companies, shell accounts, and fraudulent records. Duva noted that this architecture was constructed to sustain the illicit enterprise, secure highly profitable government deals, and enrich both Saab and his co-conspirators.

In addition to the food and medicine import schemes, Saab admitted to leveraging his close relationships with senior Venezuelan authorities to secure illicit access to petroleum controlled by the state-run energy firm Petroleos de Venezuela, SA, commonly known as PDVSA. Saab brokered and completed sales of this state-owned crude under false pretenses at a time when tightening US economic sanctions were putting severe financial pressure on the Venezuelan government.

Under the negotiated plea agreement entered in Miami, Saab has consented to the forfeiture of $195 million in illicit proceeds generated by the criminal enterprise. He has also committed to providing full cooperation to US federal authorities in their ongoing criminal investigations into related corrupt networks.

In exchange for his formal admission of guilt and pledge of assistance, federal prosecutors have agreed to recommend that the court impose a prison sentence at the lower end of the applicable federal sentencing guidelines range. The government further agreed to petition the judge for additional reductions in his prison term if his cooperation proves substantial. A date for his formal sentencing hearing has not yet been determined by the court.

Saab previously held senior positions within the Venezuelan administration, serving as the nation’s minister of industry and heading the International Center for Productive Investment, positions that placed him at the heart of the country's state-directed financial operations and economic decision-making alongside Maduro.

The court proceedings in Florida represent Saab’s second prosecution by American authorities. He was initially taken into custody during a fueling stop in Cape Verde in 2020 and subsequently extradited to the United States to face financial crime charges. However, that earlier legal proceeding was brought to an abrupt end in December 2023, when former US President Joe Biden granted Saab executive clemency as part of a high-profile bilateral prisoner exchange with the Venezuelan government.

Saab’s legal immunity was short-lived, as federal prosecutors unsealed a fresh indictment against him in January. The renewed prosecution unfolded amid rapid political upheavals in Venezuela, following a US operation that removed Maduro from power and brought the former president directly to American soil.

Following Maduro's ouster, Venezuela’s interim governing authorities deported Saab back to the United States in May after facing persistent diplomatic and legal pressure from officials in Washington, placing him once again under the jurisdiction of the federal court in Miami.

Emphasizing the wider significance of the plea, US Attorney Jason Reding Quinones stated that the case delivers an unmistakable warning across the region. Quinones asserted that high-level political connections, immense personal wealth, and close proximity to a corrupt administration will not place any individual beyond the reach of the American judicial system.
