Israeli Influence Cell Orchestrated Covert Anti-Qatar Digital Campaign, Investigation Reveals

A covert network comprising Israeli political strategists, influence operatives, and psychological warfare specialists orchestrated a secret pressure campaign against Qatar in the aftermath of the October 7, 2023 attacks, according to an investigation by the Israeli daily newspaper Haaretz. The initiative, established mere days after the Hamas-led assault on southern Israel, was designed to orchestrate international backlash against Doha for its relationship with Hamas before the project was abruptly brought to an end.

According to the Haaretz report, the covert operation assembled approximately 30 individuals, including seasoned public relations figures, digital influence experts, and a former operative from Israel’s national intelligence agency, the Mossad. Operating under the strategic premise that mounting international outrage could coerce Doha into leveraging its contacts with Hamas, the group sought to expedite the release of the 251 captives seized during the October 7 incursions and taken into the Gaza Strip.

The groundwork for the initiative began almost immediately after the hostilities commenced, marked by the creation of a private WhatsApp communication channel called "Free the Kidnapped." Despite the extensive scope of the effort, the formal identities of the primary coordinators behind the initiative remain legally prohibited from public disclosure under Israeli reporting restrictions.

While the Israeli newspaper characterized the operation as an independent civilian endeavor, outside analysts have expressed skepticism regarding its purely grassroots nature. Marc Owen Jones, an associate professor based at Northwestern University in Qatar, noted that an elaborate campaign of this nature is highly unlikely to materialize without the explicit backing or motivation of a state actor such as Israel.

Jones further explained that he has monitored an anti-Qatar influence campaign exhibiting identical hallmarks over the past three years. In his assessment, the abrupt termination of the project after several weeks was likely a tactical pivot, suggesting the organizers either sought to maintain plausible deniability by pretending the effort had vanished or opted to outsource the campaign to alternative entities to obscure its origins.

To execute their strategy, participants within the cell raised private donations, generated digital video content, opened multilingual web domains, and launched dedicated profiles across major social networking platforms. The operatives actively reached out to foreign correspondents, pitching stories and coordinating appearances in mainstream media to shape the broader public narrative around the Gulf state.

Internal communications reviewed in the investigation show that members actively brainstormed how to weaponize financial allegations against Doha. In one exchange, a participant inquired about obtaining specific financial figures detailing Qatari support to Gaza to hammer the message home to the public, prompting another member to propose the moniker "Qatar-ISIS Ltd." The phrase "Hamas is ISIS" was subsequently repurposed as a core slogan across the campaign’s official website and Facebook platforms.

However, after running for approximately one month, the operation was unexpectedly shuttered. An unnamed participant cited in the Haaretz investigation recounted that the organizers suddenly instructed members to abandon the initiative, leaving the cell completely dismantled without any subsequent updates or explanations regarding why the anti-Qatar campaign was shut down.

The covert project unfolded against the backdrop of Qatar’s established standing as the principal mediator navigating indirect ceasefire and captive negotiations between Israel and Hamas. Doha has maintained Hamas’s political bureau on its soil since 2012, an arrangement originally requested by the United States to establish an open diplomatic channel with the Palestinian group.

Qatari leadership has consistently rejected accusations regarding the illicit funding of Hamas, emphasizing that its financial support to the Gaza Strip has been subjected to rigorous oversight. Qatari Prime Minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani previously reaffirmed that all aid, financing, and relief initiatives intended for Palestinians in Gaza operated with full transparency, with the knowledge of the United States and direct logistical facilitation by Israel to sustain basic living conditions and enable diplomatic breakthroughs.

Despite Qatar's central diplomatic role, relations between the two sides have experienced severe crises. Even as Israeli delegations frequented Doha for indirect discussions, the Israeli military conducted an air strike on the Qatari capital on September 9 of last year aimed at Hamas’s negotiating delegation. The lethal missile attack resulted in six fatalities, including a Qatari citizen, drawing strong diplomatic rebukes from European powers such as the United Kingdom and France.

Following the international outrage generated by the Doha strike, Israeli Prime Minister Benjamin Netanyahu issued a formal apology to the Qatari government. Shortly thereafter, a ceasefire framework was established between Israel and Hamas, although Israeli forces have since committed hundreds of violations against the agreement.

The fallout from these covert influence efforts highlights the acute regional tensions surrounding the ongoing war in the Palestinian territory. Israeli military operations have killed more than 73,700 Palestinians in Gaza since the outbreak of the war in October 2023. Recent military offensives since October alone have claimed over 1,300 additional Palestinian lives and left nearly 4,700 people wounded, underscoring the severe human toll that continues to accompany the fractured diplomatic efforts.
