BRICS Summit in New Delhi Highlights Geopolitical Constraints Amid Middle East Tensions

The latest BRICS summit has concluded in New Delhi with member states reaffirming their commitments to deeper economic collaboration and expanded diplomatic ties. However, the gathering was notably marked by what was left unsaid regarding the escalating war involving the United States, Israel, and Iran, shedding light on the structural challenges the expanded bloc faces in projecting unified international influence.

Although the conflict has directly affected the majority of the group’s 11 member nations and 10 partner countries, the final summit declaration refrained from directly addressing the hostilities. The consensus document conspicuously avoided any formal condemnation of Washington, reflecting a calculated effort to preserve unity among member states with sharply diverging foreign policy priorities.

The diplomatic compromise in New Delhi followed months of visible internal friction. During a preparatory foreign ministers' meeting held in the Indian capital in May, delegates failed to formulate a unified stance regarding the hostilities. The outcome document from that preliminary session explicitly recognized internal disagreements, choosing to omit any direct references to either the United States or Israel.

The divide was particularly pronounced between Tehran and Abu Dhabi. Iranian representatives pushed for the bloc to issue a direct condemnation of the US and Israeli military campaigns. In response, the United Arab Emirates resisted language that failed to take into account its own national security considerations and Iranian strikes, illustrating how the organization's recent expansion has internalized complex regional disputes.

Analysts note that while the accession of new members has expanded the group's global representation, it has simultaneously introduced strategic rivalries into the heart of the organization. The competing interests of Iran and the UAE demonstrate an inherent structural ceiling on the bloc's capacity to adopt decisive collective positions during international security crises that involve its own members.

Rather than serving as a platform for robust geopolitical intervention, the summit demonstrated that BRICS increasingly functions as a mechanism for managing internal dissent. The primary obstacle confronting the coalition is not a deficit of economic heft or diplomatic reach, but rather the immense difficulty of channeling that combined weight into a singular geopolitical instrument.

This lack of alignment is especially evident in how different members manage their ties with Washington. India, which hosted the summit, views the forum primarily as an avenue to safeguard its strategic autonomy rather than an anti-Western coalition. New Delhi continues to strengthen its economic and defense partnerships with the United States through formats such as the Quad, while maintaining established working relationships with Moscow and Beijing.

Russia and China similarly navigate distinct calculations that discourage direct confrontation with the West through the BRICS framework. For Moscow, the organization remains essential for cushioning the impact of Western economic measures, yet Russian leadership remains cautious about transforming the group into a military vehicle that could trigger direct conflict with the United States and NATO.

For Beijing, the priorities center on advancing a multipolar international architecture and diminishing US structural advantages in global trade and financial institutions. Nevertheless, Chinese policymakers have resisted framing every organizational dispute as a binary contest with Washington, recognizing the vital ongoing importance of the American consumer market and global trade stability.

Other key members, including Brazil and Indonesia, further diversify the bloc's strategic orientation. Brasilia seeks a more equitable global governance structure and enhanced development financing without becoming an instrument for Chinese or Russian geopolitical agendas. Likewise, Jakarta approaches the bloc as a means to broaden its international economic options rather than an arena for choosing sides in great-power rivalries.

This dynamic has left BRICS operating within what observers describe as a polycentric trap. The group's wide-ranging diversity grants it significant political legitimacy across the Global South, but that very breadth of membership introduces competing national imperatives that complicate unified geopolitical maneuvering during major crises.

Despite these political constraints, the bloc maintains coherent alignment across a broad spectrum of economic and developmental objectives. Member nations continue to find common ground in advocating for the reform of international bodies such as the International Monetary Fund and the World Bank, while pushing for greater voting power for developing economies.

Substantial progress also continues in non-military spheres, including the expansion of South-South commerce, local-currency transaction mechanisms, development lending, and shared strategies for food and energy security. These initiatives aim to gradually decrease excessive dependence on Western-dominated financial networks without requiring sudden geopolitical ruptures.

Ultimately, the limitations highlighted by the war on Iran indicate that BRICS is evolving into an influential economic bargaining coalition rather than a traditional geopolitical alliance. By avoiding direct systemic confrontation, the bloc may foster long-term structural adjustments in global governance through incremental institutional reforms.
