Bangsamoro Holds Historic First Parliamentary Elections in Southern Philippines Following Years of Transition

Millions of voters across the Bangsamoro Autonomous Region in Muslim Mindanao in the southern Philippines headed to voting precincts on Monday to participate in the territory's inaugural parliamentary elections. The landmark democratic exercise represents a historic and decisive milestone toward regional self-governance, following decades of armed insurgency, political friction, and widespread unrest throughout the Muslim-majority area.

Electoral authorities confirmed that nearly 2.4 million citizens were registered and eligible to cast their ballots during the vote. Polling administrators set an ambitious target of achieving a voter turnout rate of at least 80 percent, a notable goal given that the regional electoral process had previously been postponed for several years following earlier political delays.

The election marks the official conclusion of the transitional governance framework administered by the Bangsamoro Transition Authority. That appointed interim regional government had been put in place in 2019 to guide the autonomous area through its initial post-establishment phase and pave the way for a fully elected legislative body.

A total of 80 parliamentary seats are being decided in the historic election, which will formally establish the members of the territory's primary lawmaking institution. Under the regional political framework, the composition of parliament includes 40 political party representatives, 32 district representatives serving local constituencies, and eight sectoral representatives representing specific interest groups.

Beyond shaping the legislative branch, the newly chosen lawmakers will also hold the authority to determine the regional executive leadership. Following the conclusion of the general vote, the 80 members of parliament will convene during their initial session to formally select the region's chief minister, who is tasked with heading the executive branch of government.

While the election represents an important political achievement for the region, the voting process was severely marred by fatal violence and security breaches that erupted only a day before the polling stations were scheduled to welcome voters across the southern territory.

In Cotabato City, grave security concerns led the Commission on Elections to step in directly. Commission Chairman George Garcia announced on Monday that Cotabato City had been placed under the direct control of the election authority after a fatal shooting incident late on Sunday left three people dead and 15 others wounded.

The shooting was not the only security disruption to hit the city in the lead-up to the opening of the polls. Garcia reported that in separate incidents within Cotabato City, a blast generated by an improvised explosive device caused injuries to the individual transporting the bomb, while another incident involving the discharge of a firearm was recorded without resulting in casualties.

Electoral irregularities also emerged elsewhere in the region, particularly within the island province of Basilan. The municipality of Maluso was similarly placed under the direct oversight of the election commission after pre-shaded ballots were uncovered in 36 of the town's 68 voting precincts. Garcia announced that he ordered an urgent reprinting of ballots for the affected locations, which resulted in delayed voting operations there.

In the wake of these disruptive developments, Garcia took a firm stand against lawlessness and corruption, vowing that the commission would vigorously pursue criminal charges against anyone attempting to instigate violent acts or manipulate the outcome through vote-buying activities.

The election commission chief also highlighted the deep historical significance of the democratic exercise, characterizing it as the realization of a protracted collective effort. Garcia noted in an earlier statement that these elections stand upon generations of Bangsamoro struggle for homeland, identity, and self-determination amid persistent challenges of dispossession, marginalization, conflict, and profound sacrifice.

The creation of the Bangsamoro Autonomous Region in Muslim Mindanao originates from a milestone 2014 peace accord signed between the Philippine central government and the Moro Islamic Liberation Front. That comprehensive settlement was intended to grant the region significantly broader autonomy and bring an end to generations of separatist warfare.

Under the terms of the historic peace settlement, former combatants from the Moro Islamic Liberation Front agreed to demobilize their armed forces and formally relinquished their long-held objective of establishing an independent Muslim state in the southern region of the predominantly Catholic country.

The ongoing transition and parliamentary vote represent a critical turning point for a region that has suffered heavy human costs over the past half-century. Since the 1970s, the protracted conflict has claimed roughly 150,000 lives, and while the territory once served as a haven for violent extremist factions, it has more recently experienced a sustained decline in violence.

Polling locations throughout the Bangsamoro Autonomous Region in Muslim Mindanao were scheduled to operate until 7:00 p.m. local time (11:00 GMT), when voting centers officially closed. The completion of the vote provides the foundation for the region's first directly elected parliament, closing out years of interim rule and reinforcing the territory's path toward permanent self-governance.
