Armed Settlers in Military Uniforms Accelerate Land Seizures and Violence Across the West Bank

Across the occupied West Bank, Palestinian rural communities face escalating hostility from armed Israeli settlers who increasingly operate under the cover of official military uniforms. This structural overlapping of civilian settlers and formal defense forces has facilitated land confiscations, property destruction, and violent assaults carried out with near-total state impunity.

In the village of Kobar, located northwest of Ramallah, local residents have reported systematic aggression targeting agricultural workers and livestock owners. Bassema Khader, a 63-year-old resident whose family manages a farm in the al-Daak area, stated that villagers have been repeatedly harassed by an armed settler recognized in the community by the moniker "Ghazal."

Khader detailed that the individual frequently arrives masked or wearing an Israeli army uniform to project military authority and intimidate local families. According to her testimony, the settler routinely discharges live ammunition, steals essential equipment such as solar panels, and seizes livestock while ordering drivers to surrender vehicle keys under the claim that he represents the army.

The institutional coordination behind these actions became apparent when Khader attempted to stop the settler from stealing her sheep. Rather than operating in isolation, the settler contacted the Israeli Border Police for reinforcement. Arriving officers assisted him in confiscating the entire herd and moving the animals directly to a nearby settlement, an outcome Khader described as part of an effort to terrorize residents and permanently clear the al-Daak region.

For Palestinian farmers navigating this mounting violence, retaining physical access to their agricultural plots represents an existential struggle intertwined with heritage and survival. Mohammad Majdi Abu Makho, a resident of Deir Jarir located northeast of Ramallah, explained that the land constitutes the core of communal life, belonging, and identity for rural families facing persistent displacement efforts.

Abu Makho personally experienced this violence on December 25, 2025, when a settler struck him with a motor vehicle and sprayed him with pepper spray while he was praying near the entrance of Deir Jarir. The assailant had established a pattern of driving sheep onto village land and opening fire indiscriminately whenever local residents tried to turn the animals back.

Following legal complaints pursued through Israeli authorities, the military confirmed that the attacker was an active army reservist. Defense officials acknowledged that the man had also discharged weapons inside Deir Jarir earlier that day while dressed in civilian clothing, leading authorities to seize his firearm and suspend his reserve duties pending an inquiry.

The blurring of boundaries between armed settlers and official military units has repeatedly yielded lethal results for Palestinian civilians. On April 11, 2026, 23-year-old Ali Majed Hamadneh was shot and killed in Deir Jarir, an incident that produced sharply conflicting explanations between Israeli defense officials and independent human rights monitors.

In its official statement regarding the fatality, the Israeli military asserted that troops were dispatched after receiving reports of stone-throwing against an Israeli. The army claimed that a reserve soldier carried out standard suspect apprehension procedures by firing into the air before shooting directly at a stone-thrower who later died from his injuries.

However, an independent on-site investigation conducted by the Israeli human rights organization B’Tselem offered a starkly different account of the incident. B’Tselem reported that two settlers from the unauthorized Oranim Farm outpost brought sheep to graze on Deir Jarir farmland, prompting two additional settlers to join them after local Palestinians attempted to protect their property.

According to B’Tselem, one of the newly arrived settlers—a reservist serving in a regional defense battalion—opened fire with a sustained volley of live ammunition. hamadneh was fatally struck in the back while actively running away and posing no danger to anyone present, with the rights group confirming that no other military personnel were at the location during the shooting.

The organization noted that Hamadneh’s death forms part of a broader surge in fatal encounters, reporting that armed settler militias have killed at least 35 Palestinians since October 2023. Human rights monitors warn that these attacks are bolstered by structural changes in how the occupied territory is policed.

This integration of settlers into official security structures intensified sharply following the onset of the war on Gaza in October 2023. The widespread enlistment of local settlers into regional military units has created what observers describe as an unchecked parallel chain of command across the West Bank.

An August 2026 investigation published by the Israeli newspaper Haaretz revealed that the military mobilized roughly 5,500 West Bank settlers into active reserve duty, assigning them specifically to regional defense battalions. Soldiers stationed in the area testified that these units operate with extensive autonomy, routinely ignoring instructions and oversight from regular military commanders on the ground.

Internal accounts gathered from commanders described members of these settler battalions openly viewing themselves as the primary authority in the territory, with operations frequently centered on provoking local Palestinian populations. Sarah Sanbar, acting Israel and Palestine researcher at Human Rights Watch, confirmed that the government has deliberately institutionalized this power dynamic by mobilizing thousands of settlers and establishing rapid response squads endowed with special policing authority.
